You didn't want the answer, don't ask the question. I like to talk in complete, coherent sentences. Who would have litigation fear?
The medical staff.

There have been a lot of changes in maternity care over the past decades and centuries. A few of them for the better, many for the worse. The majority of common medical procedures used in maternal care have no legitimate scientific backing. Someone just thought they'd be better. But when they are actually studied, many of them turn out to have worse outcomes for mom, or baby, or both. Sometimes the Practices are removed, but more often not.

Example? I'm curious as to what practices. I don't care either way, just curious

My grandson was born in November. SO MANY different things in even just the 13 years since we had our last. All the advice they were given was paranoid "butt covering" stupidity and it's taken us months to calm our son and DIL down about common sense things that the Nursing staff made them paranoid about"

So to get back to litigation fears -

Somewhere down the line, OBGYNs were taught that multiples are higher risk because of xyz factor. Smaller babies, bigger babies, potential for breech, potential for preterm, etc. So they decided that getting those babies out earlier would mitigate the risks.

But they didn't consider (and don't discuss with the parents) are the related risks of cesarean births and early intervention births.

That's just a snippet. There are volumes on this topic. People spend their entire lives researching and trying to unravel maternal care.

She was saying she could have another paragraph answer, like the whole cervix dilation conversation. This is why she said short answer, litigation fear. Instead of typing a paragraph. lol She didn't mean you. My god, I type a ton and use moving pictures and mega quote. No one fusses at me. And if they do, I just tell them to politely find something to sit on until they feel better. lol

For example, in our parents' time, they used to shave moms in labour to reduce chance of babies contracting infections. Turns out that actually increased the risk of infection.
