i just look at who’s calling and decide to answer or not. not hard at all.

no, but it does mean that you’re under no obligation to answer or to oblige.

Not always.

It most definitely does for me. I have a work phone, given to me by my employer, and it gets turned off the moment I clock out. No one is allowed to have my personal number, so communication stops dead.
