Which New York Counties/Towns Allow Quail?

Hi! I have been hoping to have quail for a while now, and I've done lots of research on how to raise chicks, what to feed them, etc. However, I have been having a little bit of difficulty finding out whether or not I can actually get them here in New York, and which towns/counties they are allowed in. I also would like to know whether or not a permit is required to own them. Where I live, we can't have chickens, so I'm hoping I can find assistance here on if I can get them.
 
Here’s what I’ve determined in my anti-chicken township: If the neighbors don’t report you, then you’re fine. Chickens are hard to hide, but quail are easy. You can even keep them inside a garage or shed. Since they need a lot of cover, even an outside run will have a short wall that will hide them from nosey neighbors. Your best plan is to involved the neighbors,though. If they’re in on it and getting eggs out of the deal, then no one is going to blow the whistle. By the way, my neighbors and I also have a chicken coop. Since we each have an acre, it’s easy to hide. In other words: stupid ordinances are made to be ignored.

Where do you live? Obviously in NY but our state is much more than the City.
 
Most towns as far as I know don’t have laws about specifically keeping gamebirds, it’s a loophole if you wanted chickens but the town says no. However, you probably need a license from the state dept of fish and wildlife. You should contact them, and ask them about who to contact in your local government.

Also if people complain about your quail and you show them a permit from the state, they may just stop looking into it further, if you can’t find info, other people will have trouble also, and a state permit is pretty legit to fight against.

Also remember that even with a state permit and no town laws against it, you still need to follow rules about noise ordinances, and building permanent structures.
 
I live in Chemung Co and have no problems. Just started with coturnix. Contacted wildlife department and was told coturnix require no license. Bob's are a whole different story
