That is an Easter Egger rooster and it looks like it has the frizzle gene.Ameraucana's have a breed standard which he doesn't meet even without his cute feathers

Shes a Easter egger gives me a egg a day when its not super hot out. she looks different than my frizzle I have. got her off a friend who has Ameraucana's probably crossed with something.

The first one looks like a frizzled White Ameraucana (possibly with scaley leg mites?) The second is probably a Frizzled Cochin, but he's missing a few feathers so it's hard to tell.
