I am not sure but it could be a fungal infection called cloacitis, vent gleet, or thrush. Nystatin by prescription or Medicatin powder available online for pigeons may be helpful. Nustock cream for horses or miconazole cream may be applied to the vent area. A vet would be better at diagnosing.
We have no vets for chickens in our area unfortunately. Thank you for your help I will try your suggestions.

Did you end up figuring out what this was?? I have a hen who is 19 weeks and started laying almost 2 weeks ago that has these same small white bumps on her vent. I haven’t noticed this on any of the other hens. There was a really small piece of dried poop as well below her vent so I gave her a bath and trying to keep the area as clean as possible to avoid infection. Any suggestions??
