I'm 95% sure its a roo. The pullets combs are usually still pretty pink and small at that age.

That is a White Leghorn pullet. It's a girl! Congratulations! Excellent layer of a large white egg! (Looked it up in my catalog).

Looks like a white leging rooster, because of comb and waddles being that big at that age.
