White crested black polish 11 week old pullet is pecked on her head!

She walks with her head down and its a bulls eye to be pecked. Help?

We tried that and they still peck her. This has been going on for almost 2 weeks. She is very sweet and avoidant of the others when we let her out. Is there something else we can put on her head that the others will find distasteful but won't hurt her or the others?
