I would have to say pullet to. I have 4 WCBP roo's and they all had very obvious waddles by 9 wks. My hen looked just like yours. I lost her though

It looks like the pullets I had. The females have a poof powder puff shaped crest. My cockeral looked more like a spikey punk rocker.

I see pullet. It stands like a pullet and I see no wattle development. My boy looked like a boy by nine weeks.

Polish, really frustrating. My boy started his little crowing at 9 weeks, and had red wattles, and strutted. Two weeks prior , I swore he was a girl. I now see the spikes coming thru. Your girl has muted eyes.
I'm going to say girl if she's 9 weeks. Do you see any spikes coming thru the poof?
