White Crested Black Polish, wings clipped never grew back

When our white crested black polish got old enough to fly out of the enclosure almost every day, we had to clip her wings. She was getting into the garden but more importantly, when there were predators around we'd keep the chickens locked up and she'd fly right over. We didn't want her to be come coyotes snack so we clipped her wings. That was probably close to 8 months ago. Well, they never grew back. There's no new feathers no new growth, they look exactally like they did when we clipped them. We have cut many of our chickens wings and they've always grew back. We didn't cut hers any shorter than we normally cut wings.
Will her wings ever grow back??

Eventually, when she molts those feathers, she'll grow new ones.
