White dots on comb

We have had two healthy, happy, and spoiled chickens in a large enclosure in our backyard. One of them developed white dots on her comb. There is nothing on her feet or mouth. Her skin appears fine under her feathers. She is acting normally. We live in San Diego and have minimal mosquitoes.

If it is foul pox, how in the world did she get it?
Besides keeping Vaseline on it, what else could I do?
Before I introduce new chicks, what is the best way to treat the coop and yard to be sure it doesn't spread?

Do an on site search for 'Favus" - there are posts with pictures of the condition and also posts on treatment.
 
Thank you so much. It looks less like sprinkled flour and more like white skin tags or projections.
 
There is a little of the white powder appearance but more elongated white projections. Going to try some 2% miconazole.
