White gunk on Rooster's chin

I have noticed that my rooster started sneezing today. A lot. When I went to check him, he had white crystal-like stuff on the feathers on his chin. I've heard this is a sign of lice, but I checked his vent and his body and didn't find any other sign of them. Could this just be an early stage of lice? Also, would lice be causing him to sneeze?
 
Alright that would be great....if you think it could be lice, you could treat it for them.... I use Poultry Dust from my local store and I dust them 2 times a year and it kills all the lice:) it's just an idea for prevention! :)
 





Sorry the pictures aren't too good. I had to hold him in one hand and take the picture with the other. You can see how displeased he is. His wattle covers most of it in the pic, but it is all over his right side.
 
He's more tired, doesn't crow as much. Like I said he sneezes a lot, but I don't know if those are related to the white or not. Other than that he still acts normal, scratching and running around with the hens
