white leghorn male or female?

So I am new to backyard chickens and I was wondering if three weeks was too early to tell if my white leghorn is male or female? She is very sweet. I noticed that her tail feathers are coming in and they seem to be long and straight. Should I be worried that I have a roo? Can't have a roo in my area….

You have a pretty good chance at them being hens. The tail feathers at that stage aren't overly fledged like a rooster would turn out to be but they are still a bit young.

They are all looking like pullets so far, but it is too young to be sure. Tail feathers at this age aren't usually an accurate indicator (roosters don't develop curved, long tail feathers until they are a couple months old at least).
