I would consider netting or even that open weave camouflage cloth people use for duck blinds. My leghorns would fly as high as they could, over the fence or up in the trees. Clipping wings might help but you'll need to do it every year as the wing feathers grow back and it can be dangerous to clip wings on juvenile birds. I think some kind of netting is your best bet.
