White swollen spots?

He is 11 months, I was on a school trip and when I got back I found him like this. My flock has a history with respiratory but I haven’t seen anything like this before

Have you checked for lice moving around on his skin? Another possibility is scaly face mites. @casportpony or @Wyorp Rock do you have any suggestions?
