How cold is it there? It looks like the start of frostbite.

Ok, is there anything I can do about that?

It will heal. You could dab a little Betadine or plain antibiotic ointment on it. Watch and spend some time to see if other chickens are pecking or bullying her. Some may run into chicken wire to get away from others.
