check with your township and see if you are zoned for all USDA Agricultural activities. Don't say anything to them about chickens. Make it about some other species you know you ar zoned for. If so, raising chickens is a YSDA Ag activity. You could use the therapeutic angle but don't call them " service chickens". Make a small presentation and show them pics of the many coops from PYC which are "lawn art". Explain chickens can be neat, clean, easy to look at and not noisy. Show the advantages of bantams. Explain clearly how many chickens are needed to provide eggs for 4-6 people. That they don't lay an egg every day so you need more than an bird a person. Explain that males don't learn to crow right away so chick raising doesn't have to be a problem. Lot ideas as I know you will craft them to your folks particular needs.
Best,
Karen
