Who else collects the feathers?

This is very similar to one I made out of white leghorn feathers, but I really like the ones using different colors. I like to from light at the botton to dark with patterns on the top. Usually white leghorn, buff orps, barred rocks, RIR, the EE's.

You just start with a cone shapped piece of styrofoam, and doing on layer at a time, use a curling iron to curl the feathers up if they don't do it on their own. Of course larger feathers that is near impossible, but the smaller ones with a less firm center are easy.

I know some birds other than raptors can cause problems. And a Native has to be registered with a recognized tribe to legally have possession of certain feathers, and even that is murky if you're dealing with a state recognized tribe. It's a real muddy area and a lot of game wardens look the other way if they know a feather has been picked up innocently or used in a religious ceremony.
