The Austra Whites look a lot like your chick-- a few black flecks, otherwise yellow down/white feathers.
As several others have said, Gold Sexlink cockerels would also look like your chick.
Did they mark them with legbands?
"Blue" Ameraucanas can come in black, blue, or splash. And the splash chick on the catalog page looks quite a bit like your chick too.

Maybe they ran out of Rhode Island Reds and gave you an extra chick of the same breed you had ordered?
I can't see his comb, and it's hard to tell on tiny chicks, but Ameraucanas would have pea combs, while most of the other breed possibilities would have single combs.
Well he has no flecks on him except for a black mark he has white feathers growing and I bought from Meyer Hatchery
