I agree with you, and with everyone else, that chick is no Rhode Island Red.

Well he has no flecks on him except for a black mark he has white feathers growing and I bought from Meyer Hatchery

The Austra Whites look a lot like your chick-- a few black flecks, otherwise yellow down/white feathers.

As several others have said, Gold Sexlink cockerels would also look like your chick.

We bought two female blue Americanas

Did they mark them with legbands?
"Blue" Ameraucanas can come in black, blue, or splash. And the splash chick on the catalog page looks quite a bit like your chick too.

Maybe they ran out of Rhode Island Reds and gave you an extra chick of the same breed you had ordered?

I can't see his comb, and it's hard to tell on tiny chicks, but Ameraucanas would have pea combs, while most of the other breed possibilities would have single combs.
 
The Hatchery has just got back to me and said that they are analyzing the photos I mentioned all of you guys and I also mentioned that they are probably Austria wipes or gold sex links with your experience of hatcheries since we ordered a Rhode island red chick do you think they will send one free and we can purchase two other chicks so that it's not lonely or do you think that they will just give us a refund

I think the refund is more likely, but I don't know for sure. Refunds are usually just for the cost of the chick, not the cost of the shipping.

You say that the chicks were ordered from Meyer hatchery, so I just looked on their website and found a page of policies.

These look like the right parts of the policy page:
*Incorrect breeds must be reported no later than 22 weeks
*Notify Meyer Hatchery via call, chat or email. A photograph may be requested.
*Meyer Hatchery will issue a store credit or refund for the chicks.
*At no time will our credit amount exceed the original purchase price.

It sounds like your part has been done (reported, with photos), now it's up to the hatchery.
Based on this I expect them to issue a refund or credit for the purchase price of the one chick that is the wrong breed. (Purchase price, not shipping.)

If your dad wants something different than their usual policy, he will have to talk directly to the hatchery and see what they say.
