Electric bill for eletric fences is minimal. Especially for the type needed to protect backyard poultry. Need to be working on getting it legal to use electric fencing in urban and suburban settings, it is much less than than that needed for larger livestock over larger areas.

We must also get passed the assumption that all backyard chicken keepers are in town.
