Who should fix it, your opinion

If they can't fix it tell them to call a plummer , oh and make sure the water is off till it is fixed,weather it be a water or sewer line you don't need it running all over the place possibly causing more damage or have to try to fix it when the area is flooded.

Thanks for all your replys. DH and I talked it over and agreed if they don't want to fix it they can move.
