Is it to early to tell what this is, this bird looks a little different from the rest of the RIR. These are about 2 weeks old. Also is it to early to tell if this is a roo.

Doesn't look like a roo yet. RIR and Buff Orps can get some pattern in their early feathering. I have hatched many, and occasionally get a few like that. It will most likely be solid rod when it gets it's adult feathering.

Very early but it looks like a pullet to me. My RIR roo sprouted little pink wattles and comb very early on. And all of them started off with the lighter color and patterned feathers, just like yours, but as they matured they changed to the dark mahogany red color.
