why are banned members still allowed to post?

simple question. don't mean to offend anyone. but i guess i just don't get it.

how is someone that was banned for ripping off list memebers allowed to still buy & sell. or is it just because us list members banded together, had the local officers force the person to refund fraudulant sales, and now he's repaid his 'debt to society'?

I'm talking about poultryisgood and his now offering of 'free' duck eggs for shipping fee.

He has had ALOT of ads on craigslist lately. You rip off locals and you get a knock at the door. I hope he doesn't play his games there.
