Why aren’t my chickens laying ?

I’m pretty sure they have been on layer feed for about 4 weeks

Best not to feed layer fee until they are laying, the lower protein can slow down their maturation. Also, if you are in the northern hemisphere, the shorter days can delay onset of lay.
