Why can't my elderly rooster walk?

I've taped a splint onto his foot and a hock cushion to his leg, hoping that he will at least be able to walk a bit better. I'm not sure if it's helping, though. He was staggering around on his hocks and can't keep his balance, which I think is partly why he isn't eating much.
