Why do some roo's wings point down?

Why do some roos point their wings downward? I think it is mainly with bantams but I'm not sure why.

Is it just bantams?

Sermas in particular (like in your pic) have wings that point down. I think they have a sort of upright posture that contributes to that.

Does it have any disadvantages.

Serama wings are supposed to be vertical instead of horizontal like most chickens. Disadvantage if they have legs too short, the wings drag the ground.

It's a breed standard, not just the roo's have it. Sebrights are another example of this.
