What would make 2 week pld chicks pluck all the tail feathers out of another one?

Boredom, not enought space, need for more protein are the things I can come up with right now.

They are about to get more space in a little bit, so maybe this will take care of the issue. Does anyone now how long it will take for the tail feathers to grow back?

More space will be good, and maybe hang some broccoli or something so they can amuse themselves. Mine love to play vegetable tether ball. I'm assuming they're in a brooder in your house? Not sure how long it takes to grow back feathers that get plucked.
