Why does just the big white one nip at the back of the babies necks?

Are they too small?
 
I thought better pictures were needed but why does the white one always peck the younger ones on the back of their necks
 
That is an aggressive one for sure. If it continues it may get bloody, and then you'll really have a problem on your hands. You may have to segregate it for awhile to hopefully break the habit.
 
What age difference is thete between the white one to the younger ones??If you can separate them but place the pens side by side it may help with the noise, just not being able to touch is what you want. I had to split my Cochin and Brahma chicks from feet pecking Easter Egger chicks. So two pens. could see and hear just not touch . Good luck with them.

I'm not quite sure I understand what is going on here. Is it just the big white one that nips? Are they all pullets or is the white one a cockerel? Are they sorting out pecking order - or is the white one just plain mean.

You could always rehome that one. The brown one will learn to adjust without it. The crate you have them in is really small. When chickens are crowded they end up feather picking or bullying or just out and out fighting. Do they have an outdoor exercise area and coop or just stay in the crate all day?
 
No I have the big ones in the big enclosure outside all the time and the small ones are still inside and I'm sure the white one is indeed a male
