This could be a pecking order in the making, possibly aggression from being in close quarters or maybe he is a cockerel.
You might first want to give them more room. All chicks and chickens turn on each other when they are cramped in. Give them things to do too. Chicks need things to do, so throw in some old towels to scratch on, a box of dried leaves, small parrot toys and mirrors. However nothing they can eat or swallow.
