Why does my chicken’s face look like this?

It looks like mud and her eye is most likely swollen from having debris in it.
I don’t think it’s mud because it’s been like this for about a month now. I was waiting to see if it would go away on its own.
 
That appears to be a very bad case of Favus, similar to Ringworm, a fungus.
Treatment is Miconazole cream until it is gone. It is contagious to other birds and can be contagious to humans. Wear disposable gloves when applying the Miconazole. This will most likely be a long term treatment.
