Why does my male quail do this?

I've heard different info about button coveys. Some say they're monogamous with 1 partner and others say they will breed with lots. My boy mates with 2 hens daily and anyone else I know who has multiple buttons in a covey say their boys mate with multiple hens too.
They're in my room so I always know what's going on and watch them regularly.

I think the reason he doesn't mate with the 3rd hen is because she's a late bloomer who's very light and hasn't started to lay eggs yet.

Didn't say he won't mate multiple or that they won't in conveys and there are books written on them from professor's if u want to get into the who some say this is ok and others this , I don't like arguing over it and I don't judge (not unless someone's just flat out abusing a animal ) and I know what you mean I love watching them and idk maybe it's secretly a male is it smaller then the other females ?? No wait I said about 3 months , have you made sure all 3 are laying ?

She's a female.. No doubt about it. Been breeding buttons for 4 years.
As mentioned earlier, she is not laying and they are all 3 mths old.
