Why does my rooster squat?

I’ve seen this question asked several times, and almost always it turns out the ‘rooster’ was in fact a hen. I am 100% sure mine is a rooster, he is full grown (32 weeks), full comb, significantly larger than my hens, and has never laid an egg. Since we have a commercial table egg laying operation, roosters are not allowed in the flock, so we had to remove him when we found him. He’s been hanging out around our house for the past month or 2, by himself. I’ve always been the one to feed him. Lately when I call him, he comes running up to me and squats right in front of me. I’m guessing this is a true submission squat, he sees me as the dominant now?
 
I've had a couple of RIR roosters do that in the past. One RIR outgrew that behavior and the other never did. He was very gentle and got picked on a lot by the other chickens, hens and roosters alike. I am not sure what it was about. He was probably traumatized early in his life. He eventually got his own little mini coop and I put a couple of young pullets with him and he was in hog heaven after that. But he still squatted when I was around, sometimes.
