Why does my rooster squat?

That looks like a hen, but I did have a RIR cockerel that would sometimes “panic squat” when I moved toward him very suddenly. He was culled before he was a year old so I don’t know if he would’ve grown out of it.
 
To my very untrained eye I don't see anything cockerel about him at all! It's always possible it's a hen with some sort of mutation, as @aart pointed out. It could be anything from internal male sex organs to malformed egg organs.

Nature is pretty organized but sometimes she forgets an ingredient or adds too much! Out of 38,000 hens I'm surprised you've never encountered another mutation!
 
It looks like a hen. I have leghorn wimmins that have larger combs and wattles than she does. I also have one game hen that will occasionally crow and runs around mounting other hens now and then. But she puts out about 6 eggs per week so she is definitely a hen. Unless she is a a Super Secret Cockatrice !

I’m still not totally convinced, are there other defining features that are clear male or female? I find it really strange that he/she doesn’t look like all the other hens, and with the size, she should be producing for sure. I may bring a hen around and see if he tries anything. I can’t return him to the flock since our flock is certified organic, if he’s been off our certified property he can’t be put back in (technically we’re supposed to put him down). I’ve never heard him crow, but none of our previous roosters have dared to do that either.

its a hen..... why are you calling her he??????? so many experts haven told you, its not just me! Sell it and make a pretty penny. but I am seriously telling you its a girl!!!! NOTHING ROOSTER ABOUT IT!
