Why doesn't my Muscovy have all of his grown-up feathers.....

I have a Muscovy Drake(?). I got him from auction a couple months ago. I know he is old enough because he has grown up feathers all over EXCEPT the front of his neck, chest, belly and bottom. Why aren't they coming in? It is possible he's Mule, but would that cause his baldness? He has fuzz and maybe a stray grown-up feather every couple inches. Ill post pics tomorrow but if anyone can help in the meantime that would be great. He seems to get cold easily so when it's cold outside "Gilbert" sleeps inside in a cage

I think it might be much easier to give you an idea of what might be going on if you post a picture. If he is already a few months old- he should be fully feathered for sure by now- so something is amiss. I have had some disabled ducks that matured very slowly- also being to warm in a brooder can alter the speed of growth of feathers- but since he is so old- I wouldnt expect that to still be an issue.
