Why don't my smilies move any more?

I have lousy dial up internet but my smilies used to move. Now I just get a still picture of them. I looked at my disc defragmenter and it said I don't need to defragment at this time. I just don't get why they did move at one time and now they don't. Ideas anyone?

BAD SMILIES! Every now and then I get a case of the bad smilies.

Have you cleared your browser cookies and temporary internet files?

That happens to me on my older desktop. On the newer laptop, they never stop moving. They move when you are not looking. I'm serious. If you really want me to prove it, scroll up and down really fast so the smily goes off the screen. When you look at it again, it will be in a different position.

Okay, I've deleted my cookies and temp internet files. I even did the defragmenter. Still not moving. anyone got any other ideas? I miss my smilies moving...
