why is it called resting

    when you put a chicken in the firdge for a day or 2 before eating it but with beef it is called aging?

    I don't think resting is a scientific/legal term, whereas "aging" probably is with beef. Aging is also done over extended periods, whereas the resting with poultry is simply to allow the meat to cool, and the rigor mortis to go away.
