Couple of things-first, I would cover the newspaper with paper towels to prevent splay leg-keeps the chicks feet from slipping-which could POSSIBLY be the problem.
However, there are other things that present in this way-do a search on something like "chick walking on hocks" and see what symptoms of what problems fit your situation best.

l;ooks like curled toes, somewhere on here they show how to fix it, they take a peice of cardboard cut to the shape of foot and put the chicks foot on it and tape in down a leave it for about a week, but do a search on curled toes and there is alot of info on this site, good lick
I used chick booties on this little guy and his toes were uncurled in about 3 days. Make sure that you carefully tape the toes in the proper position on the cardboard. I used sport tape and card stock.
