Why is my duck laying eggs in the water!!!

It does sound like he's being overly aggressive. You might want to get a few more females to allow him to spread his attention around. Ducks don't have a breeding season so this could go on year round, even when she's not laying.

Where she's laying isn't the important factor, it's that she's laying at all that indicates she isn't broody. After they've been separated for a while any older eggs are less likely to hatch and any newer eggs are less likely to be fertile. If you're going to keep them seperate I'd recommend just collecting the eggs and doing what you like with them. There's no point in letting her sit on a growing mound of eggs that are just going to rot.
 
I will not presume to be an expert because I just started this journey with ducks and geese. But it seems like a different male might be a good idea and this little bugger might make a good dinner if he isn't a pet of course. Mine are all pets so there you go.
