Why is my quail doing this with its throat?

I’ve noticed that all my 3 quails do this from time to time but there’s this one that’s been doing it more often. Any idea what this means?

 
Yeah, me too. That quail looks to be fully feathered. There shouldn't be any need for a heat lamp indoors and it can most likely go outdoors without heat as long as the low temps aren't too harsh.
 
Thanks! I tried moving the lamp a little farther away last night and it seems to be more comfortable! I'll probably take the lamp out entirely after a day or two.

I would try taking the lamp away now. They look feathered enough to be comfortable without heat. After they've adjusted to being without heat (maybe 1 or 2 days), they're probably ready to go outside unless you're in southern hemisphere and it's winter.
