If she's mainly doing it while the silkie is out and about scratching around, maybe she's going under there for the bugs or other food that's being scratched up? Kind of like using the silkie to do the hard work, and then nipping under her to scoff the good bits?

It may be "leap chicken" the bird equivalent to leap frog. I wouldn't fret it. I have a BO cockerel that likes to do that to several of the others in the flock, only he dives under then stands up as tall as he can to teakettle the poor bird he decided to target.
