No. A newly hatched chick is a started bird. One member put a one week old chick that was given to one of her sons into her flock without quarantine, then spent the next year culling carriers of Coryza from that one chick.
Chicks can be hatched with CRD from carrier flocks so they can actually come into the world with the disease.
