Why were these chickens housed this way?

Raising the birds isn't illegal. Fighting them is. So as long as they aren't doing anything illegal at that 'site' they can have them in plain view.

Were we lived there were some down the road. He did it because he showed roosters and used tethers. They had 55 gal rain barrels upside down, a roost in it and a hole in the side. It was sad, but cheap
 
The hilarious thing is, you should see these roosters if one starts crowing, it's like a giant crow-a-thon, really funny to witness actually.
