Why won't my budgies sere turn brown?

My female budgie (buttercup) sere won't turn brown, i have had her for over a year so she is old enough to mate . I have two other budgies in the cage with her kiwi ( male ) sugar ( female, i have had her just about 6 months ) kiwi is as old as buttercup they show that they like each other i have even put a nesting box in for them but the show no interest in it. I have heard that you need to get a breeding cage for them and remove the other budgies so that they can be alone . but thats not the problem i just don't know why her sere won't turn brown .
plz help i have know idea what to do

Maybe she is a he. I had a pair of parakeets for years, both had the appropriate colored cere, and were in a big cage. They never exhibited breeding behavior.

i have heard of pied parakeets . is that a thing ???

She looks like a recessive pied male is why or a double factor dom pied need a back shot to tell
