It depends on your birds mutations (which is often not straightforward with budgies) as to what colour the cere will be. This is a great website and should give you some information to help you figure it out:

0o0 but does that mean all of my budgies are males??? its rlly confusing ;-; i think if i see a budgie with a brown cere ill buy her problem solved . i have a big cage soo... ther plenty of room for more :D
budgie are like potato chips you eat one then u want more (exept we don't eat budgies )
 
My female budgie (buttercup) sere won't turn brown, i have had her for over a year so she is old enough to mate . I have two other budgies in the cage with her kiwi ( male ) sugar ( female, i have had her just about 6 months ) kiwi is as old as buttercup they show that they like each other i have even put a nesting box in for them but the show no interest in it. I have heard that you need to get a breeding cage for them and remove the other budgies so that they can be alone . but thats not the problem i just don't know why her sere won't turn brown .
plz help i have know idea what to do :idunno
