Why Won't My Chickens Go Outside?

My 2 nine week old chickens have been outside for a few weeks now, and they will not leave their coop and go into their pen. The coop is two stories high, and there is one ramp leading to the first floor and a ramp leading outside. They only stay on the top floor. I have put them outside, and they will only stay if I can get them both down there quickly. If not, they run back up to the top floor where the other chicken is. Once outside, they have fun pecking around, but they will not leave the top floor by themselves. We leave the door open all day for them to go outside and they never have. Can they not go down the ramps? Any advice would be greatly appreciated!

Feed them treats in the run. Maybe keep their feeder out there? Can you enclose the run to keep them there all day? Nice coop. Maybe they like the second story cuz they feel safe up there. Or they like the view.

Looks like they have more space in the coop than the run. Yes, I think they likely feel safer in the coop as well.

Good idea to put food and water in the run.
