My old rooster went to a farm and the people told me to set him in the barn, Well Right away a hen walked up to my old rooster and starting clucking at him, we shuffled toward her and she dropped her back and they mated and they walk off and started scratching together. (that was the first time he met that hen!)

now today I got a new rooster, Well I put a one of my hens near him, he started clucking and picking stuff off the ground and tried to give it to her, she rejected it and went back to her buisness, so he shuffled toward her, and she put him on the run!
I tried 5 different hens at different times.
I know you suppose to let the chicken be in a cage on the bottom of the coop, but I was there monitering everything.

He will have to establish himself as 'the roo'

How old is he?

Do you have a more docile hen to put around him?

Could you withdraw all males for awhile then reintro him?

Is he the only roo?

Most women (i.e. hens) are fairly picky, and rightfully so. It was probably a very rare situation where your old rooster just walked up to a strange hen and mounted her. Its not uncommon for it to take 2+ weeks before the girls accept a new roo enough to let him mount.

As a side note, to reduce your risk of disease, its always a good idea to quarantine new birds for at least 30 days before introducing them to your flock.

Good luck.

Yeah hes the only big rooster my other rooster is Laurence a serama, the new boys 1 year old. Usually I keep them seperate for 3 weeks. I had to keep my serama rooster seperate because Laurence had scaly mites
