Why would HOA place a FAKE duck into a pond?

So strange! I thought someone maybe put a fake hawk on the tippy top of a tree, because for an entire day, early morning to dusk, this hawk did not move at all! That's one diligent predator!

LOL I know the feeling. For the longest time I thought this creature was real and now I feel duped haha

...but like someone in this thread said... maybe there are cameras inside its eyes and it's spying on people

Ide say the decoy is tied to an irrigation intake pipe, So they can find it to clean the filter

Its common practice, ive worked for the golf course here and they use Seagulls

I know I'm super late to the party, but here in Florida we use some ponds for irrigation and even to feed fire hydrants. In many cases, they anchor floating ducks above the pond's intake pipe to mark it in case of maintenance or just to make sure a vital piece of infrastructure is easy to locate and/or avoid.

Well, "decoy". Possibly to attract wild ducks for natural beauty.
