Why would HOA place a FAKE duck into a pond?

The vid of this fake duck is currently being uploaded... I'll post link to it soon. I shot it with my cell phone... I should have filmed it with my digital camera because that can zoom in a lot closer. I might also shoot it with my digital camera if you guys want me to I had to roll down my car window as I was driving by to film this infamous fake duck haha

For the past entire year I thought it was a real duck... but it's fake!!

I'm not sure... the gated community I live in is HUGE... they have condos and houses and massive golf courses. A different HOA controls that area than the condo area I live in.

They put fake swans in ponds here to deter geese.

Does it work? There's a pond near me that hosts a pair of swans and geese every year. They just nest at opposite ends.

And on the rivers where I grew up swans, geese and ducks coexisted quite happily.

So strange! I thought someone maybe put a fake hawk on the tippy top of a tree, because for an entire day, early morning to dusk, this hawk did not move at all! That's one diligent predator!
