wierd feathers on leg

My two younger welsummers have these on thier legs but my 7 week welsummer does not. This is my first batch of chickens ,so is this normal? They are all supposed to be hens/pullets.

Wonder if somebody crossed a Marans into the bloodlines recently to darken up the egg color.
