Wild goose eggs in need of help - parents killed by hunter, externally pipped, no incubator

Canada goose parents were killed by hunters yesterday and my friend brought the eggs inside in a box with a heater blowing on them. They externally pipped sometime this morning, so something like 12 hours ago. They have not made any progress since the initial pip. They are rocking around and chirping. He does not have any way of getting an incubator.

I'm concerned a heater blowing on them will dry them out too much and possibly shrinkwrap them, but he doesn't have another way of keeping them warm. What would be best?

How can he keep the moisture up enough without an incubator?

Should he make a safety hole yet or keep watching? 12 hours isn't overly long from my understanding but I'm concerned that with the unnatural conditions/lack of incubator, they may need more help.

Canadian geese are protected under the Migratory bird act and it's a federal crime to have eggs/goslings/adults without a permit.

Please contact your local wildlife rehabilitator and hand them over as soon as possible.
 
The Migratory Bird Treaty Act prohibits the taking, killing, capturing, transporting, harboring of the birds or hatching eggs, that which are Native to the United States of America, Europe and central Asia. All are protected by state and federal agencies.
