Will a hen breed if going through a soft molt?

Would a 9 month old hen be considered mature? She was already laying when I purchased her. How old does a cockerel need to be before he's mature enough for the hens?

Do you mean sexually mature......as in able to reproduce?
Pullets as soon as they lay and accept being mated, cockerel as soon as he can balance and land the cloacal kiss.


....or 'emotionally' mature.....as in cockerel not running around trying to mount everything in sight?
